According to the Department of Budget and Finance, this is due to the need to bring the volume of intergovernmental transfers into line with the resolutions and orders of the Cabinet of Ministers of Ukraine and the orders of the head of the Kharkiv Regional Military Administration.

Specifically, the city will receive a subvention of 277.9 million UAH to provide additional payments to teaching staff at general secondary education institutions, subventions to fund inclusive resource centers and private schools (54.5 million UAH), provide meals for students at general secondary education institutions (45.1 million UAH), support for individuals who defended Ukraine’s independence, sovereignty, and territorial integrity (12 million UAH), state support for individuals with special educational needs (2.2 million UAH), and more.

Through the reallocation of previously approved budget allocations, expenditures were increased for: - delivery of trams and trolleybuses from the Czech Republic – 8 million UAH; - payments for purchased specialized road maintenance equipment - 50 million UAH; - repayment of arrears accumulated by early 2026 for expenditures on the maintenance of urban infrastructure - 395.6 million UAH, and others.
